## Proposal Summary

This proposal authorises the minting and release of an additional **4,000,000 $ZKP** to the **V1 Privacy Rewards** contract on the Polygon deployment while simultaneously reducing the V1 reward emission rate to better reflect the protocol’s current Total Value Locked (TVL).

The objective is to ensure that privacy rewards remain available for a substantially longer period while reducing unnecessary token emissions into the market.

- Mint **4,000,000 $ZKP** on Polygon.
- Release the newly minted tokens to the **V1 Privacy Rewards** contract.
- Reduce the V1 reward rate to better align emissions with current protocol TVL and usage.
- Execute the required governance script following a successful Snapshot vote.

* * *

# Motivation

## 1. Sustaining V1 privacy rewards

- The current allocation of V1 privacy rewards is approaching depletion.
- V1 continues to facilitate user activity and remains an active component of the protocol.
- Without additional rewards, eligible users would no longer receive privacy incentives.
- Increasing the reward pool ensures uninterrupted operation of the existing rewards programme.

## 2. Aligning emissions with protocol growth

- The current reward emission schedule was designed for significantly higher protocol growth and TVL than currently exists.
- Under present market conditions, the existing reward rate distributes more $ZKP than is necessary to effectively incentivise users.
- Reducing the reward rate allows incentives to remain attractive while extending the lifetime of the reward pool.
- A slower emission schedule also reduces the amount of newly distributed $ZKP entering circulation over time, helping to minimise unnecessary sell pressure.

## 3. Responsible treasury management

- Rather than repeatedly requesting new token allocations, extending the lifespan of the reward pool through a lower emission rate represents a more sustainable approach.
- This proposal maintains incentives for protocol users while managing treasury resources more efficiently.
- As with previous governance proposals, all minting and contract updates will occur only after successful community approval through Snapshot.

* * *

# Proposed Changes

## 1. Mint additional $ZKP

- Mint **4,000,000 $ZKP** on the Polygon deployment.
- The mint shall only occur after this proposal has successfully passed governance.

## 2. Fund the V1 Privacy Rewards contract

- Transfer the newly minted **4,000,000 $ZKP** directly to the **V1 Privacy Rewards** contract.
- These tokens will be used exclusively for existing V1 privacy reward distributions.

## 3. Reduce the V1 reward emission rate

- Adjust the V1 reward parameters to reduce the rate at which $ZKP rewards are distributed.
- The new reward rate should more closely reflect the protocol’s current TVL and user activity.
- This adjustment is intended to extend the lifetime of the reward pool while continuing to provide meaningful incentives for users.
- The exact parameter values and execution script will be prepared by the development team and included in the Snapshot proposal.

## 4. Governance execution

- Developers will prepare the required execution scripts for both the token mint and reward parameter update.
- These scripts will be included with the Snapshot proposal and executed if the proposal passes.

I agree with the 4,000,000 ZKP minting proposal. I do not feel the need to reduce the emission rate now as given the rate of depletion of the initial pool balance, this timeframe would be the approximate time for Base launch. Once the PIP for Base mainnet is released, we can then think about reducing the rate of emission for both networks at the same time.

I have some concerns about this proposal.

Even if we refill the rewards pool with another 4 million PRP, I don’t think it will attract many new users without meaningful marketing. Instead, I think it will simply result in existing users claiming more rewards.

For example, I personally received several hundred thousand ZKP from the current PRP rewards. I haven’t sold any of it. However, not everyone invests with the same patience or long-term mindset that I do. In those cases, rewards that are intended to encourage user activity may simply end up being sold on the market, reducing the overall value of the project.

I support lowering the emission rate.

However, I’m not convinced that adding more rewards without marketing provides much value.

If we mint another 4 million PRP, will it really bring in a significant number of new users who are interested in earning rewards? Or will it simply increase the rewards for people like me and other large holders?

The downside of PRP eventually being converted into ZKP and sold into the market is, in my opinion, much greater than the relatively small benefit we receive from the rewards themselves.

I also believe it was a mistake that the previous rewards pool was depleted so quickly. Releasing rewards at roughly ten times the originally planned rate was, in my opinion, another mistake.

I understand that this is not a PIP specifically about marketing. However, if the purpose of these rewards is to increase user activity, then I believe there also needs to be a follow-up strategy to ensure it doesn’t end up being nothing more than existing users rewarding one another.

Even if the additional 4 million PRP is eventually minted, one possible approach would be to reduce the emission rate to a very low level for now, and then increase it later when meaningful marketing begins.

I understand that many users may dislike the idea of lower rewards.

But personally, I don’t think this is the right time for us to be holding a rewards festival among ourselves.

That’s a good line of thought…Subject to the foundation spending some/any money on marketing…and an expedited Base launch…I’m now also in favour of the lowered emissions after giving it a lot of thought…let’s get this rolling

**On the original emissions:** what we used originally was simply what had been done for the canary network. The DAO didn’t decide to increase rewards to 10x the target, we just stuck with the same rate that had been meeting the target at the time.

**The key difference between canary and mainnet:** canary had a number of abusable farming methods that let users earn PRP without actually using assets (e.g., account creation vouchers). This meant PRP generation was substantially higher during canary than it is on mainnet now, which is why the target was being met more closely back then than it is today.

What we’re currently seeing is a 1:1 ZKP:PRP ratio, which is 10x greater than our target. So the real question is how we get back to target. We could reduce rewards by 10x, or perhaps just halve them as a first step.

One more thing worth noting: when rewards were first being decided, we were asked to set a fixed rate for all networks in perpetuity. The DAO council was essentially asked to predetermine how much every deployment should receive, including deployments that didn’t even exist yet. We felt this was too big an ask for anyone to get right, since different networks will inevitably need different reward levels. That’s why we opted for frequent reviews instead, reassessing reward distribution on a quarterly or per-deployment basis.

I agree with a lot of what @tori said. We can’t mint our way into attraction or price appreciation. I’d like to see a marketing push too, this has been an ongoing conversation for many years now but I think pushing on marketing _now_ would still be a mistake.

We should market to users once we have the right deployments for them to actually use the product, and once the product itself is in a better operational state (particularly around internal transfers). That’s when marketing becomes cost-effective, both in messaging and in actually driving attraction. PVL always struggled with marketing when there was no product to market. They spent a lot of time and effort on it and, in my view, didn’t get far, while creating more disappointment along the way. Things are in a better place now that a product actually exists, but I’ve urged that we wait just a little longer. I’m not asking for perfection, just for Base and ETH to be deployed with internal transfers in place first.

**# PIP-40: Refill the V1 Privacy Rewards Reserve and Adjust Reward Emissions on Polygon**

**## Proposal summary**

This proposal authorises the minting and release of an additional **\*\*4,000,000 $ZKP\*\*** to the **\*\*V1 ZkpReserveController\*\*** on Polygon and sets the V1 privacy reward emission rate to approximately **\*\*16,000 $ZKP per day\*\***.

The objective is to restore V1 privacy reward distributions while aligning ongoing emissions more closely with the protocol’s current Total Value Locked (TVL) and usage.

- Mint **\*\*4,000,000 $ZKP\*\*** on Ethereum through a new vesting pool.

- Release the full allocation to the Ethereum DAO Multisig.

- Bridge the **\*\*4,000,000 $ZKP\*\*** to the V1 `ZkpReserveController` on Polygon.

- Set the reward drip rate to approximately **\*\*16,000 $ZKP per day\*\***.

- Leave the `minRewardableAmount` unchanged at **\*\*20,000 $ZKP\*\***.

- Execute the required Ethereum and cross-chain governance transactions following a successful Snapshot vote.

**—**

**## Motivation**

**### 1. Restore V1 privacy rewards**

- The V1 `ZkpReserveController` on Polygon has run out of $ZKP, preventing the PRP/ZKP reward pool from being refilled.

- V1 continues to support user activity and remains an active component of the Panther ecosystem.

- Without a new allocation, eligible users can no longer receive the intended privacy rewards.

- Replenishing the reserve restores uninterrupted reward distribution for eligible V1 activity.

**### 2. Align emissions with current TVL**

- The previous reward emission rate was established under different protocol and market conditions.

- Current emissions should more closely reflect the protocol’s present TVL and level of usage.

- Setting the drip rate to approximately **\*\*16,000 $ZKP per day\*\*** maintains meaningful user incentives while reducing the risk of distributing rewards faster than the current ecosystem can sustainably absorb.

- A more measured emission rate extends the lifetime of the new allocation and limits unnecessary increases in circulating supply.

**### 3. Responsible reward management**

- Combining the reserve refill and emission-rate adjustment in one proposal ensures that the additional allocation is released under an updated and more sustainable distribution schedule.

- The new **\*\*4,000,000 $ZKP\*\*** allocation would last approximately **\*\*250 days\*\*** at a constant emission rate of **\*\*16,000 $ZKP per day\*\*** , excluding any operational differences arising from block timing or reward conditions.

- The proposal does not alter the underlying reward mechanism or the minimum amount required for a refill.

- All minting, bridging, and parameter updates remain subject to community approval and DAO-controlled execution.

**—**

**## Proposed changes**

**### 1. Create and release a 4,000,000 $ZKP vesting allocation**

- Create Vesting Pool #24 containing **\*\*4,000,000 $ZKP\*\***.

- Assign the Ethereum DAO Multisig as the pool wallet.

- Update the pool start time so the entire allocation becomes immediately releasable.

- Release the full **\*\*4,000,000 $ZKP\*\*** allocation to the Ethereum DAO Multisig.

**### 2. Bridge the allocation to Polygon**

- Approve the Polygon PoS ERC20 predicate to transfer the **\*\*4,000,000 $ZKP\*\***.

- Bridge the full allocation from Ethereum to Polygon.

- Credit the Polygon representation of $ZKP directly to the V1 `ZkpReserveController`.

**### 3. Set the V1 reward drip rate**

- Set the `ZkpReserveController` reward rate to **\*\*0.277778 $ZKP per Polygon block\*\***.

- This corresponds to approximately **\*\*16,000 $ZKP per day\*\*** , assuming a 1.5-second Polygon block time.

- Keep the `minRewardableAmount` unchanged at **\*\*20,000 $ZKP\*\***.

- Execute the parameter update through cross-chain governance using `approveHash` and `execTransaction` on `ownerSafeDao`.

**### 4. Governance execution**

- Execute five direct Ethereum transactions covering vesting, release, approval, and bridging.

- Execute two Ethereum bridge-wrapper transactions carrying the Polygon governance actions.

- All seven transactions will be signed by the Ethereum DAO Multisig.

**—**

**## Next steps**

**### Community feedback**

Members are invited to review and comment on:

- Whether the proposed **\*\*4,000,000 $ZKP\*\*** allocation is appropriate.

- Whether approximately **\*\*16,000 $ZKP per day\*\*** appropriately balances user incentives with the protocol’s current TVL.

- Whether retaining the **\*\*20,000 $ZKP\*\*** minimum rewardable amount remains suitable.

- Whether the proposed execution sequence and cross-chain governance actions are acceptable.

**### Voting**

- **\*\*PIP-40\*\*** will be published on Snapshot for a **\*\*3-day\*\*** vote, with voting eligibility defined in **\*\*PIP-7\*\***.

**## Code execution**

**### Transactions overview**

The ZkpReserveController on Polygon has run out of ZKP, so the PRP/ZKP pool is no longer being refilled. This proposal: (1) creates Vesting Pool #24 containing 4,000,000 ZKP with the DAO Multisig as wallet; (2) moves its start into the past so the entire allocation is releasable; (3) releases (mints) the 4,000,000 ZKP to the DAO Multisig; (4–5) approves and bridges the 4,000,000 ZKP through the Polygon PoS bridge directly to the ZkpReserveController; and (6–7) updates the controller’s emission rate to 0.277778 ZKP per block, approximately 16,000 ZKP per day at Polygon’s assumed 1.5-second block time. The `minRewardableAmount` remains unchanged at 20,000 ZKP. The parameter update is executed through cross-chain governance using Mode C: `approveHash` followed by `execTransaction` on `ownerSafeDao`.

\> **\*\*Execution deadline:\*\*** Transaction 1 must execute before **\*\*31 August 2026\*\*** , otherwise it will revert because the temporary pool start time would already be in the past. All seven transactions are signed by the Ethereum DAO Multisig.
