Proposal Overview
The DAO Council submits this formal funding proposal to the Panther Protocol Foundation to support overheads associated with managing the Panther DAO. This request provides for essential council contributor engagement, alongside resources to sustain a robust and decentralised ecosystem.

Council Operational Expense:
The council requests $24,000 for remuneration, distributed at $2,000 per member (3 members), over a four-month period (October 2025 to January 2026). This includes retroactive coverage for October, ensuring council members remain consistently engaged in critical governance, review, and forum activities. The total will reduce for next grant renewal to be inline with quarterly reviews over 3 month periods. Council members act as independent ecosystem contributors and not as agents of the Foundation, in full accordance with Foundation policy. -
Community Infrastructure:
$1,800 is requested to maintain and support essential open-source resources and services that benefit the broader Panther DAO. These allocations may include technical platforms for governance and proposal voting, public documentation, shared analytics tools, decentralised asset storage, and any future developments that enhance access and operational resilience for the community. ​ -
Technical Buffer:
A reserve of $200 is set aside to anticipate minor adjustments and evolving needs, including renewal or expansion of shared resources, or support for enhancements that are identified by the DAO over the quarterly period. -

Justification
These provisions serve the continuous needs of the DAO in delivering reliable, permissionless collaboration and decentralised oversight. Council remuneration reflects the sustained, independent contributions of council members, while community infrastructure support ensures that all participants retain access to critical resources that facilitate governance, proposal evaluation, and secure document management. The technical buffer provides flexibility, ensuring the DAO can adapt to emerging requirements in a manner consistent with grant policy.
Governance Plan

The DAO Council, acting as independent ecosystem contributors, with Toxic Entity as the initial Fund Manager, Praetorian, and Elysium, will oversee the grant funds using the multisig wallet 0xeE3c1dDBCB795ff2fA12330149DEA0369bF03742. All transactions require approval from at least two of the three signers to ensure decentralised control.

Timeline

Grant funds, if approved, will require the Council to complete KYC if and as requested by the Foundation, then be allocated and activated immediately for member remuneration and ongoing resource management.
